Named moons
The second full moon inside one calendar month. It is not blue, and the rule itself is a mistake: a magazine misread an older almanac in 1946 and the wrong definition is now the common one. It happens roughly every two and a half years, which is where the phrase comes from. The moon has genuinely looked blue on occasion, but that takes smoke or ash of a very particular grain size in the air, not a calendar.
